Background:

Why this Bill?

Some of the NJ school districts state funding was reduced for the last few years because of the S2 formula. S2434 was sponsored by Sen. Andrew Zwicker & Sen. Vin Gopal that removes the tax cap levy of 2% for certain school districts experiencing reductions in State school aid.

 

 

What this Bill does?

It taxes away your CURRENT VOTING right of deciding whether you are willing to pay a higher tax for some additional fund needs by the school. It transfers that power to the school board of 9 members who can with a majority of 5+ decide on how much they can increase tax every year beyond the 2% cap when they receive a reduced state funding for the school district.

What should have been done?

Ideally the senators should have worked on a bill that keep the state funding to the same level as last year even if the funding level comes lower this year based on the S2 formula. Ideally if there is an increase in funding requirement it should be provided to the school districts but if there is a decrease then the status quo should be maintained so no school services are discontinued due to lack of funding.

For eg, In our School district Courtesy bussing was discontinued for around 200+ families putting those families into lot of hardship in the process for the entire school year.

What should we do now?

We should use the below link to identify your district Senators and Assemblymen and send me message to them asking them not to proceed further with this Bill.

Good Day Senator ABC,

We as a community are very much disappointed on the bill that you are proposing NJS2434 to increase taxes in the school districts impacted by the state aid deficit.

During the election time - two things you said you will be working on after reelection.

1. To work with the state and avoid the school aid deficit for SBSD.

2. To work on the antique rule of kids can walk 2 miles for elementary and MS and 2.5 miles for HS and no courtesy bussing need to be given for them and adjust the distance parameter to an acceptable level like 0.5 miles.

But what we are seeing is a different bill - NJS2434.

SB residents and also other impacted NJ School district residents are terribly disappointed with this bill & the proposed tax hike. Please stop this bill from proceeding further.
