The Issue

Texas already requires slower traffic to keep right. Transportation Code §545.051 says if you are moving slower than the normal flow, you must stay out of the left lane unless you are passing or preparing for a left turn. On many highways the signs say “LEFT LANE FOR PASSING ONLY.” The usual fine is still only up to $200, and most drivers never get ticketed.

Left-lane camping forces people to pass on the right, stacks traffic, and feeds road rage. Going the posted speed limit is not a claim to the passing lane.

We call on the Texas Legislature, Gov. Greg Abbott, Texas DPS, and TxDOT to:

•  Set a dedicated fine of $500 for lingering in the far-left lane on a multi-lane highway when not passing or preparing for a left exit/turn, and $1,000 for a second offense within 2 years.

•  Launch a DPS statewide enforcement and education campaign.

•  Post more “LEFT LANE FOR PASSING ONLY” signs, not only on 75 mph roads.

This is about lane discipline, not a license to speed.
