Hello residents living near to Lake Street @Northbridge,

Over the last weekend (28 July, Friday and 29 July, Saturday), you probably have aware of the noise disturbance coming from 100 Lake Street (Druk Zomsa, the new business operate in the evening but as 'Little Bird Cafe' in the morning), it is a new restaurant+live-band+karaoke joint that is located above the outdoor balcony area (including alcohol consumption).

The loud singing and noises at this outdoor space (which is not suitable setting for karaoke and not properly insulated) has caused lots of distress and anxiety over the nights for the residents around the area. A couple of the residents has already flagged it to the local council (City of Perth) on Monday morning. The council are currently looking into it including if they do have a proper club/liquor licence to operate the business. Note that if they do not have a club license, they are not allow to operate until a certain hours.

As of today (31, July, 12:30pm noon), I have spoken to the local council and they have confirm that the premises does not have a liquor licence to sell (pending for approval) and they are probably doing BYO at this stage.

In regard to the trading hours, it has varies and been updating it constantly. They are suppose to finish by 11-12pm on Saturday. However, the outdoor bar at upstairs balcony area still continue to operate with loud singing past their trading hours, until 130-2am on Saturday night. Patrons are seen walking into the premises after their operating hours. Beside that, there were illegal parking along the Lake street (with evidence recorded) and possibility of drinking and driving at the same time.

This petition is to draw awareness and to inform the local council to take actions with this business by providing some checks to ensure that the premises abides to the standard guidelines and not to cause an unacceptable noise level to the nearby residents. If the business is to continue to operate, they should provide sufficient acoustic design and treatment options to minimise the noise level or to move their live-band into an indoor setting.

p/s: I will be monitoring the activities in the coming weeks to see if any improvements have been made before contacting the local council again. We want to be mature adults and resolve this in an orderly manner. This petition will helps to the local council to take more actions if the residents feel that this has greatly impact their daily life. Thanks.

28 Fri - Noise level is at high from 11pm to 1:00am. At an unacceptable level after the trading hours. Close at 1:15am

Aug:

1 Tues - Noise level is at acceptable before 8pm. Then, it start to get louder at unacceptable level including singing until 1100pm, which is past their operating hours (10pm).

2 Wednesday - Noise level is at acceptable with minor conversations between 930-10pm. Close at 1015pm.

3 Thursday - Noise level is at acceptable level with conversations and singing onwards 930-1030pm. Noise can be heard vividly once the night gets quieter. The business turns off all the lights but singing still continue until 10:30pm; and the crowd loiter and smoking outside the street from 10:40pm until 10:50pm.

4 Friday - Noise level is at acceptable level from 8pm until midnight. Owner have communicate with nearby neighbours that there will not be outdoor music but seems like the karaoke is still going on but it has moved indoor. Restaurant was closed at midnight but balcony activity including indoor karaoke, smoking, outdoor conversations can be heard vividly until 2am. People are spotted walking around the restaurant at 1am.

5 Saturday - Noise level is at acceptable from 6pm-1030pm. Then, at 1040pm - midnight - loud singing can be hear from the outdoor balcony. Restaurant was closed at 11pm but activity including crowds talking loudly and singing (not karaoke) can be heard clearly. Activity still going until past 2am with conversation heard.

6 Sunday - Noise level is at acceptable until 1030pm. Crowd/noise can still be heard at the balcony area (talking and singing loudly with guitar). Restaurant lights are off at 11pm; and upper level at 1105pm. Crowd starts to leave by 1115pm. (past their Sunday trading hour at 10pm)

7 Monday - Noise level is at acceptable. Close at 10pm.

8 Tuesday - Noise level is at acceptable. Close at 10pm.

9 Wednesday - Noise level is at acceptable. Close at 10pm.

10 Thursday - Noise level is at acceptable and lights are not on at the upper level. Close at 10pm.

11 Friday - Noise level is at acceptable and lights are not on at the upper level. A soft karaoke noise can be heard at 1030pm - and it seems like they have moved the karaoke to the indoor/lower level. The singing can only be heard if is being sing loudly or when the door is open past midnight. Business still operate past their trading hours into midnight and with crowd constant hanging outside the street smoking. Business operates until 1am then the lights are off. The crowd still loiter outside until 1:30am.

12 Saturday - From 9pm onwards, the noise level is at acceptable and lights are not on at the upper level. The restaurant light was off at 1130pm but a group of crowd are seen at the upper level (around 20 people or more), and patrons are seen walking to the outdoor level garden and restaurant past 1130pm. The conversations get louder after 1130pm; and patrons are walking into an upper level indoor space around midnight. Activities are still happening at 1am.

13 Sunday - Noise was well-kept from 5-8pm. At 8pm, a group of patrons (around 6 or more) was seen at the upper balcony area having meals and drinks; no music was played. Their loud conversations lasted from 8pm - 1030pm. The restaurant lights was off around 1030pm and the shop was closed around 11pm.

14 Monday - Noise level is at acceptable. Close at 1030pm.

15 Tuesday - Barrier and contractors are seen at the premises around 1:30pm - unsure what has been checked/done. Business was not open today but some people are noticed at the upper balcony around 545pm. Noise is kept at good level until 750pm. There seems to be a private event (birthday) at the upper level, with lights was on and music at an average level. A group of patrons are seen walking into the premises and at the upper level past midnight in the dark. Lights was off around 10pm but singing at outdoor happens around 9:30pm to 1220am (when the last patron/guests left the premises). 

16 Wednesday - Little Bird Cafe and Druk Zomsa did not opened for operation today and contractors/tradies are seen at the premises from 9am-430pm. A generator noise was noticed when I was home around 8pm; and this wasn’t loud or affect us in any way. Noise level is well-kept throughout the evening.

17 Thursday - Little Bird Cafe and Druk Zomsa were not opened for the day and contractor from West Coast Electrical & Air was seen at the premises. Noise level is well-kept throughout the evening. Little Bird Cafe IG mentioned that the cafe is undergoing maintenance until further notice.

18 Friday - Lights are lit up in the evening around 6pm. Generally, the noise is well-kept throughout the evening. A smaller crowd is noticed at the upper level but the noise is well-kept after 11pm. The restaurant lights are on before 11pm but was off after 11pm but activities seems to be still running past midnight.

19 Saturday - Lights are lit up in the evening around 8pm (when we are back). Crowds are seen above the balcony throughout the evening, withs some shouting. The lights at the restaurant are off at midnight but activities (crowds shouting) are observed after midnight until a past 1am time. Noise level are acceptable most of the times with some karaoke (indoor) sound levels and tempo observed.

20 Sunday - Business open at 5pm at lower level and upper level had some disco lights on at the upper level. Noise is kept at a good level until 10pm when the finished closed.

21 Monday - 23 Wednesday - Business open at 5pm at lower level and upper level had some disco lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed.

24 Thursday - Business open at 5pm at lower level and upper level had some disco lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed. The lights are still on at the upper level and indoor upper but noise is kept at good level. Around 1am-130am, a group of crowd appear at the upper balcony and music can be heard too. Their conversation was loud and trigger further noises from the opposite homeless crowd and it lasted for 30 minutes.

25 Friday - No records.

26 Saturday - At 1130am, crowds can be observed at the balcony with loud conversations, smoking are happening as smoke smells can be in the air. More lighting and disco lights are seen in the upper balcony area with music tempo. Unsure what time the business ends but lots of activities are happening past midnight. The crowd gets more patrons (at least more than 20-30) past midnight and the noise was louder, more smoking… the restaurant seems to trade past midnight.

27 Sunday - Business open at 5pm at lower level and upper level had some disco lights on at the upper level. Noise is kept at a good level until 10pm when the finished closed.

28 Monday - 30 Wednesday - Business open at 5pm at lower level and upper level had some disco lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed.

31 August Thursday - Business open at 530pm at lower level and upper level had some disco lights on with no/minimal crowd. Noise is kept at a good level and the restaurant closed business at 9-930pm. The owner left the premises around 10pm.

1 September Friday - Business open at 5pm at lower level and upper level had some disco lights on with no/minimal crowd. Noise is kept at a good level and the restaurant closed business at 1130pm but the kitchen area and upper level does still have lights on. The kitchen light was off at midnight but not the upper level lights (both indoor and outdoor). The owner and some people are seen at the upper level at 1215 before moving indoor. The noise are well-kept indoor and no people was at the outdoor for a good 30 minutes. Around 1am, patrons are seen walking into the upper level premises and music volume can be heard. At 130am, a group of patrons was talking loudly outside the upper balcony, smoking and gathering.

2 September Saturday - Business open at 5pm at lower level and upper level had some disco lights on with small crowd. At 930pm, There was a party in the restaurant and noise is kept at a good level. Around 1015pm, large crowd of patrons are leaving the restaurant and a lot of noises from the street but most of the crowd left at 11pm; and seems like the business is winding down too. However, the crowd at the upper level got bigger and louder around 11:30pm. At midnight, the music just got louder. The crowd moves into the indoor area and owner was spotted among the crowd. At 1230am, a group of patrons was talking loudly outside the upper balcony, smoking and gathering. Patrons are still seen walking into the premises at 1pm.

3 September Sunday - Business open at 5pm at lower level and upper level had some disco lights on at the upper level. The upper level lights was off around 1030-11pm but the restaurant lights are still on but unsure if the business are still trading. Group of patrons/crowd are seen at the outside balcony from 1030 onwards in the dark setting… The restaurant lights are off at 11pm but Indoor karaoke music can still be heard vividly after 11pm before it stopped around 11:10pm then a large crowd was gathering outside the restaurant before leaving the premises around 11:15pm

4 September Monday - 5 September Tuesday - Business open at 5pm at lower level and upper level had minimal lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed. The indoor level does have some lighting but the noise is well-controlled.

6 Wednesday - Business open at 5pm at lower level and upper level had no lights or crowd. Noise is kept at a good level until 930pm when the business closed.

7 Thursday - Business open at 5pm at lower level and upper level had no lights or crowd. Noise is kept at a good level until 900pm when the business closed.

8 Friday - Business open at 5pm at lower level and upper level had had minimal lights on with minimal crowd. Noise is kept at a good level until 1000pm. The business/restaurant closed at 11pm but that when the owner and the crowd was seen at the upper level singing loudly and smoking in the open space. The noise and crowd continued into the night until midnight. The crowd continue their activities indoor until later in the morning. At 1am, patrons are seen walking into the premises in dark and hanging around the upper balcony.

9 September Saturday - Business open at 5pm at lower level and upper level had minimal or no lights on with minimal crowd. Noise is kept at a good level most of the time. The business/restaurant has the lights was off closed at 10pm but that when the owner and the crowd was seen at the upper level in the dark setting. From 11pm onwards, patrons are seen going into the premises and around the street level… and unsure what time their activities ended.

10 September Sunday - Business open at 5pm at lower level and upper level had lights on with minimal crowd. Noise is kept at a good level most of the time, with a few times loud conversations and singing. Restaurant was seen to preparing closing at 9pm; and light was off at 9:30pm but the crowd and activities at the upper level still kept going. Crowd was yelling around 950pm onwards.

11 September Monday - Business open at 5pm at lower level and upper level had minimal lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed.

12 September Tuesday - Business open at 5pm at lower level and upper level had minimal lights on with no/minimal crowd. Noise is kept at a good level until 10pm when the finished closed. Some light music was played around 945pm until the business closed.

13 September Wednesday - Business open at 5pm at lower level and upper level had minimal lights on with no/minimal crowd. Noise is kept at a good level until 930pm when the finished closed.
