PUP Office of the Student Regent started this petition to PUP University Administration

Last April 4, 2021, the Office of the Student Regent together with the PUP ANAK Federation filed a petition for the extension of the academic break in the University from April 5 until April 18. Bearing the legitimate concerns and struggles that confront the students, we stand firm that declaring an academic break is deemed necessary in order to address all of these. Wherein, the greater manila is still under an Enhanced Community Quarantine which posed a greater challenge to resolve the grievances raised by the student sector as the University and its administration will be working under a skeletal-workforce set-up.

In response to our petition, the University Administration extended the Adjustment Period until April 15, 2021 and appeals to the faculty to be compassionate and lenient when it comes to the academic work load given to the students. However, upon the emergency meeting conducted by the ANAK Federation to assess the initial results of the survey alongside the policy response of the administration, the federation reiterated that the present exigencies in the University must be strongly addressed with a concrete mechanisms in place and an institutionalized policy to address the concerns of the students that must be integrated in our existing guidelines. Thus, the Office of the Student Regent together with the PUP ANAK Federation calls for the implementation of Academic Ease through an Inclusive Academic Flexibility in order to have a concrete and coherent academic policies in the University and to urge the administration to recognize the legitimate impacts the surge of COVID-19 cases that left a toll on the academic stakeholder and tremendously affected our current educational system.

Even with the implementation of remote of learning under a Flexible Technology Enhanced Learning (FlexiTel) in the University, the students are being confronted by a personal and communal challenges, not to mention the deteriorating mental health risk that were experienced by the stakeholders due to various struggles present in our material condition, the greater call for an inclusive, fair, equal and quality education without undermining the health, safety and security of the stakeholder stands. Hence, the Office of the Student Regent and PUP ANAK Federation filed a petition to the University Administration for the implementation of Academic Ease through an Inclusive Academic Flexibility in the University bearing the following recommendations:

1.     No Failing Policy in the University

a.     To give Senior High School, Undergraduate and Graduate students who have been evaluated as "failed" in a particular subject/course this first semester of School Year 2020-2021 an opportunity to pass the said subject/course, faculty members shall be instructed to give these students "incomplete" (INC) mark in lieu of failing grade.

*This however, does not ensure automatic receiving of passing grading as the student shall still comply with the requirements prescribed by the concerned faculty members.

*The complying with the requirements by students who will be given an INC grade shall must be satisfied within one year from the end of the term;

*Provided further that there will be no changes in the standing of students who have already been evaluated as dropped or requested to withdraw their subjects/course before the end of the first semester

2.     Declare an Academic Break by suspending the asynchronous and synchronous sessions from April 5, 2021 until April 18, 2021 to give way for the following:

a.     Extension finalization of grades for the first semester.

b.     Online Registration and Enrollment of those students who are not yet officially enrolled.

c.     Extension of submission of requirements of the students under the correspondence mode.

d.     Resume the classes for the second semester after the academic break without prejudice and adjustments on the semestral calendar.

e.     Address the grievances of the students regarding the professors who became inconsiderate and provided an unfair basis of their grades. Faculty members shall be instructed to provide the class record/grade evaluation if the section/student request for it.

f.      Address the grievances of the students regarding their mode of learning for the second semester. Provide a mechanisms and regulations for those students whose MOL does not match their answers in the survey conducted through the SIS and allow them to change their MOL if proven that there is a disparity on the master list provided to them.

3.     Institutionalized a specific guidelines for all the professor to lessen the academic requirements in each course/subject, provided that the University will identify an allowable number of outputs in each course/subject.

In this regard, our policy recommendations is based and rooted from the conducted Online Survey with the students across the colleges, branches and campuses of the University. Wherein, as of today we have garnered 11,459 responses in which a separate and detailed summary of the answers will also be released for the PUP Community’s reference. As we call for #AcademicEaseNowInPUP campaign, we would like to extend our plea to all of the student leaders, student organizations, student formations, individual students and other sectoral organizations to join and support our campaign for a better normal academic condition in the University.

Together, we are all in fight for the welfare of the Iskolars ng Bayan and of PUP as whole in establishing and creating a better normal for the University.

Thus, the Office of the Student Regent together with the 21st ANAK PUP Federation are calling upon the University Administration to heed and respond to the legitimate concerns of the University stakeholders as we are all in concession that we want this institution to be the standard bearer of compassionate policies not only for the students but for the whole PUP community.
