The Issue

The presence of the UNHCR (United Nations High Commissioner for Refugees) office in Malaysia has sparked significant debate and concern among local communities and stakeholders. While the UNHCR aims to provide protection and assistance to refugees and asylum-seekers, its operations in Malaysia have led to unintended consequences that affect national interests and the local populace.

Firstly, the lack of an integrated framework for managing refugees and asylum-seekers has resulted in numerous socio-economic challenges. The unauthorized presence of refugees, due to inadequate legal recognition, often leads to their involvement in informal sectors, creating competition for low-skilled jobs, which are already scarce in Malaysia. This employment insecurity exacerbates the financial struggles faced by Malaysian citizens, especially in economically disadvantaged areas.

Moreover, there is a critical lack of coordination between UNHCR and Malaysian governmental agencies. This has resulted in policy mismatches and loopholes in the management of refugee and asylum-seeker affairs. Efforts to register and manage the refugee population are hampered by bureaucratic red tape, lack of clear objectives, and insufficient resources dedicated to ensuring security and socioeconomic integration.

In addition to economic strains, the presence of the UNHCR office without proper oversight has led to a rise in social tensions. Instances of crime and community conflict linked to the refugee population have been reported, raising concerns among local residents about their safety and the erosion of social cohesion.

There is an urgent need for the Malaysian government to take control of this matter without foreign intervention. By closing the UNHCR office, Malaysia can develop its own comprehensive and sustainable refugee management system that aligns with national interests and ensures that local communities are not disproportionately affected.

To address these issues, I urge the Malaysian government to:
1. Develop an independent and robust refugee management framework that safeguards the welfare of both the local populace and refugees.
2. Enhance coordination between relevant government agencies to ensure effective implementation of refugee policies.
3. Promote public awareness and community involvement in creating a harmonious coexistence with refugees.

The undersigned call upon the authorities to take decisive and immediate action to close the UNHCR office in Malaysia to better channel resources towards creating a balanced and fair management system for refugees and asylum-seekers. By signing this petition, we can voice our concern for a sovereign and sustainable approach to handling refugee affairs in Malaysia.
