New York State Parole Officers

Dear Supporters,

Prior to Wayne Spence being president of the Public Employees Federation (PEF), he was opposed to Parole Officers being represented by PEF because it is not a law enforcement union. Now that Spence is president of PEF, he changed his tune and believes it’s the appropriate union for Parole Officers. 


You have to wonder, what changed his mind? Under Spence’s leadership, parole has drastically declined.  ‘Less is More’ parole reform has turned a once respected job into a joke.  Parole Officers’ hands are tied and PEF continues to remain silent in order to appease Governor Kathy Hochul.

Currently, Spence is serving his fourth term as PEF president and he has benefited financially from his position while parole is on the decline. 

If Spence really cared about the future of parole, prior to his retirement, he would allow Parole Officers to join a law enforcement union like the New York State Correctional Officers and Police Benevolent Association (NYSCOPBA). 

Until this is a reality, we encourage all Parole Officers, Senior Parole Officers and Parole Revocation Specialists to hold Spence and PEF accountable by withholding union dues. Click here to stop paying PEF dues.
