Republican Legislators of the NYS Senate and Assembly joined representatives of NYSCOPBA to announce legislation to repeal the HALT Act. HALT limits the use of segregated confinement for all incarcerated persons to 15 days.
It's unfortunate that PEF has not done the same to repeal the "Less Is More" Act. Instead, PEF seeks to amend it.
The "Less is More" Act has dangerously tied the hands of NYS Parole Officers and will possibly cause a decrease in our head count due to the declining parolee population.
As you may already know, "Less is More" provides Earned Time Credits (ETC) so that parolees who abide by the rules get 30 days off for every 30 days of compliance. These credits apply retroactively for up to two years of earned credit.
The truth is, even parolees who are not abiding by the rules are being discharged from parole supervision.
Now more than ever, NYS Parole Officers could benefit from the strong representation of New York's independent law enforcement union, NYSCOPBA.
Unlike PEF, NYSCOPBA opposes criminal justice reforms and is aggressively vocal about it.
