We call on the Hessian state government to safeguard the constitution and to enact state-wide binding regulations that enable and guarantee people seeking advice and counselling, anonymous and free accees to counselling centres, such as the Pro Familia, at all times. We ask for the passing of relevant legal measures such as protection zones for the counselling centres and for legal security for regulatory agencies. The proposed guidelines and explanations by the Minister of the Interior have been up until now, completely inadequate.

In a few weeks' time, we are expecting yet again a forty-day siege from fundamentalist anti-abortion activists in front of the pro familia counselling centre in Frankfurt's Palmengartenstraße. Here they will attempt to intimidate women, in particular who want to visit the counselling centre by means of singing, doing loud prayers, and confronting women with photographing them. The exisiting regulations of the Frankfurt Public Orders Office are completely inadequate to deal with these aggressive acts of intimidation.

The law on conflicts in pregnancies guarantees women, men and couples anonymous access to counselling in a state-approved counselling centre. In order to protect the unborn child, it prescribes immediate, open-ended and professional counselling, which always remains confidential and without outside influence. This is not possible at the pro familia counselling centre since three years, with disruption weeks on end during the complete opening hours. Like stalkers, the so-called vigils interfere immensely with the personal rights and privacy of those seeking advice. Fortunately in the coalition agreement for the state of Hesse, this issue has been set on the agenda, but it is now time the time for the state to take urgent action!

For us it is not decisive, in which concrete law a protection zone for the safeguarding of personal rights is anchored, whether it be the the Hessian Assembly Law, or in the Hessian Law on Public Safety and Order (HSOG) or in the Pregnancy Conflict Counselling Law. We however, demand a legally secure, nationwide valid regulation - NOW!
