The Issue

As a group of state-licensed wildlife rehabilitators, we are dedicated to saving as many injured and orphaned wild animals as possible. Our mission is fueled by compassion and a deep understanding of the crucial role that wildlife plays in maintaining ecological balance and biodiversity. However, recent proposed limitations on subpermittees and satellite rehabilitation operations under 31 Tex. Admin. Code Chapter 69 Subchapter C pose a serious threat to our vital work.

The Texas Parks and Wildlife Department is considering these restrictions, which are misleadingly perceived as administrative adjustments. In reality, they threaten to severely limit our ability to provide timely and effective care to animals in need. Each year, thousands of animals depend on the care and nursing provided by licensed rehabilitators and their teams. Restricting volunteer subpermittees not only undermines our efforts but also endangers the welfare of wildlife in Texas.

Our current framework allows us to respond quickly to wildlife crises across the state. Satellite facilities provide indispensable support, extending our reach and impact significantly. If these restrictions come into effect, many facilities will struggle to maintain operations, resulting in the denial of care to countless animals, many of which will face dire consequences without intervention.

The need for wildlife rehabilitation is considerable. According to data from the National Wildlife Rehabilitators Association, thousands of animals are taken in by rehabilitators every year due to injuries caused by human activity, environmental changes, and natural disasters. Our operations are already stretched thin, and further limitations would exacerbate the challenges we face daily.

We urge the Texas Parks and Wildlife Department to reconsider these restrictive measures and recognize the essential service wildlife rehabilitators provide. We advocate for policies that empower rather than hinder our abilities to collaborate and deliver critical care and conservation efforts.

Please join us in protecting Texas’s wildlife by signing this petition. Your support is crucial to ensure the continued rehabilitation and conservation of our state’s diverse wildlife.
