Protect Westport's Wetlands: Unanimous Community Opposition to the 107 Old Rd Subdivision

We, the undersigned residents of Westport, CT, strongly urge you to reject the subdivision application for 107 Old Road (Westport, CT 06880). Our petition is based on substantial evidence that this development would violate multiple regulations and pose serious risks to our community.

The proposed development directly conflicts with:

  • Waterway Protection Lines Regulations
  • Inland Wetland & Watercourse Regulations
  • Established Westport community standards

Community Opposition
Every household adjacent to the proposed site has signed this petition, along with dozens of additional residents from not just the Hunt Club area but greater Westport. This unanimous local opposition reflects the severity of our concerns.

  1. Flooding and Water Displacement
    • Existing Conditions: Our properties already experience significant flooding during rainfall, with sump pumps running continuously even in dry periods to manage groundwater.
    • Expert Assessment: Independent hydrology engineers have reviewed the applicant’s proposed plan and associated reports, as well as conducted on-site evaluations and determined that the proposed development poses a high risk of catastrophic damage to neighboring properties.
    • Causation: The proposed replacement of permeable surfaces with impervious coverage will inevitably increase water displacement both above and below ground.
  2. Environmental Degradation
    • Wetland Destruction: The plan includes constructing a quarter-mile-long, two-lane road directly through two acres of protected wetland.
    • Infrastructure Threats: Proposed sewer, water, and gas lines would run beneath this roadway through the wetland area, creating substantial contamination risks.
    • Hydrological Impact: Independent experts confirm the development will significantly increase runoff into the wetlands and adjacent properties.
  3. Regulatory History
    • This identical plan was previously rejected by your committees in both 2017 and 2019.
    • The developers have resubmitted the same 10-year-old plan without addressing any of the previously identified concerns.
    • No material conditions have changed that would justify a different outcome today. The studies are outdated as well and do not conform to today’s regulatory standards.

Burden of Proof
We respectfully ask: Can you guarantee there will be no excess runoff, erosion of neighboring properties, or pollution of local waterways? If not, this application must be declined under your mandate to protect Westport's natural resources and residents.


Developer Motivation
The outside developers (Landtech and Coastal) are motivated solely by profit, not community improvement. While we respect legitimate business interests, this is not sufficient justification to circumvent regulations specifically designed to protect our community's safety, property values, and environmental integrity.

Conclusion
We urge you to follow the precedent set by your predecessors who rejected this same application. The regulations you uphold exist to protect Westport's residents and natural resources. We trust you will prioritize these considerations over outside commercial interests.
