The Issue
✈️ PETITION FOR SAFE AIRPORT TRANSIT: ESTABLISH A SECURE ENTRANCE AT INCHEON INTERNATIONAL AIRPORT FOR PUBLIC FIGURES AND AIRPORT PASSENGERS
We, the undersigned, call on Incheon International Airport Corporation, the Ministry of Land, Infrastructure and Transport, and the National Assembly Transport Committee to implement permanent, safe, and fair procedures at Incheon International Airport to protect all travelers including celebrities, public figures, airport staff, and ordinary passengers from dangerous crowding, harassment, and mob behavior. This is not about privilege this is about protecting all passengers from dangerous crowding, injury, and harm.
🚨 THE PROBLEM
Incheon International Airport has become increasingly unsafe during celebrity arrivals and departures. Dangerous crowding happens regularly, putting not only public figures but also ordinary passengers, staff, and children at risk. What once was a secure and efficient atmosphere now dissolves into chaos during these busy periods.
When celebrities and public figures land or depart, large groups of fans often gather spontaneously. While their excitement is understandable, the lack of structured arrangements means that the safety of everyone at the airport is compromised. People are pushed, property is damaged, and the experience becomes distressing rather than delightful for all involved.
This creates:
➡️ Severe safety hazards for ordinary passengers and staff, who are pushed, blocked, or caught in the chaos.
➡️A mental health toll on artists, idols, and public figures, who are regularly forced to navigate mobs, endure physical contact without consent, and travel under extreme stress.
➡️A dangerous precedent of ignoring public safety to avoid accusations of “preferential treatment.”
In July 2024, actor Byeon Woo‑seok’s team was forced to intervene physically when fans blocked paths, using flashlights to part crowds and creating further risk. In countless documented incidents, including those involving BTS members most recently BTS’s V, SEVENTEEN, NCT, and other high-profile artists, idols have been swarmed at gates, surrounded by cameras, and followed dangerously close—all while trying to board flights like any other person.
⚠️ WHAT WAS TRIED AND WHY IT FAILED
In late 2024, Incheon Airport proposed a safe entrance plan: allowing celebrities to use the existing crew/diplomat pathway during peak travel times. The plan was canceled under public and political pressure, labeled as “preferential treatment” for the rich or powerful.
This was a tragic misstep.
The proposal was about safety, not luxury. The cancellation failed to address the very real risks that remain for all airport users.
🔑 THE SOLUTION
We demand that Incheon International Airport:
1️⃣ Establish and enforce a secure, designated entrance or transit zone for public figures—not as privilege, but as crowd management and safety protocol.
2️⃣ Apply clear eligibility standards: Registered use for artists/public figures with verified agency or airline request;
Transparent process with no fee-based “buy-in” or favoritism.
3️⃣ Adapt global best practices seen at:
🛫 Los Angeles International Airport (LAX): private terminal for security, not status.
🛫 Heathrow Airport (UK): VIP channels available for risk reduction.
🛫 Tokyo Narita Airport (Japan): clear paths for high-profile figures to avoid mobbing.
4️⃣ Develop guidelines with input from traveler safety experts, agencies, and public representatives to ensure fairness and transparency.

This is not about shielding celebrities from fans. It’s about:
