Protect Those Who Cannot Speak, Even When the Accused Wears a Badge

The Issue

Law enforcement officers are entrusted with enormous responsibility. When that trust is broken, especially in cases involving alleged cruelty, accountability must be swift, transparent, and meaningful.

A Candler County sheriff’s deputy who served as a K-9 handler has been arrested on eight counts of animal cruelty. While the investigation is ongoing and due process must be respected, the seriousness of these charges demands more than quiet suspension and silence. Animal cruelty by anyone is disturbing. Alleged cruelty by someone sworn to enforce the law and entrusted with the care of police animals is deeply alarming.

We are calling on the Candler County Sheriff’s Office and the Bulloch County District Attorney to ensure full accountability in this case if the allegations are substantiated. This includes appropriate discipline, up to and including termination, and clear communication with the public about the outcome. No one should receive special treatment because of a badge.

But accountability cannot stop with one case.

This arrest raises urgent questions about oversight, training, and safeguards within law enforcement K-9 units. Police dogs are not equipment. They are living beings placed in the care of handlers who are expected to meet the highest standards of professionalism and compassion.

We are also calling on the Georgia Peace Officer Standards and Training Council (POST) and state leaders to strengthen statewide oversight of K-9 units. This must include clearer standards for animal care, mandatory reporting of injuries or concerns, regular audits, and training that emphasizes animal welfare alongside tactical readiness.

Animal cruelty erodes confidence in institutions meant to keep communities safe. Transparency, accountability, and reform are how that trust is rebuilt.

Georgia must make it clear that cruelty has consequences and that protecting animals is part of protecting the public. We urge local and state leaders to act decisively, address this case openly, and commit to reforms that ensure K-9 units reflect the values they are meant to uphold.
