The Issue
In a significant move on April 30, 1973, the Settlement Officer in Visakhapatnam recognized 53 acres of Inam lands in Soperu Village as patta lands under the E.A. Act of 1948. These lands have a rich history, having been part of the Bobbili Estate prior to India's independence. However, despite this rightful declaration and over 50 years of continued cultivation by 20 dedicated farmers, these farmers are now facing undue challenges in securing their land rights.
Recently, on March 4, 2026, a grievance was officially lodged using the PGRS in the Revenue Clinic, due to a notice issued by the MRO Rajam. This notice alarmingly stated that an enquiry by the RI is ongoing and that each farmer must apply for mutation individually as the lands are currently listed under 22A, pending the enquiry's conclusion.
This unexpected requirement places a significant burden on the farmers of Soperu Village, who have tirelessly worked these lands for decades. Moreover, the lack of clear communication and support from the authorities exacerbates this situation, threatening the livelihoods of these farmers and their communities.
We urge the concerned authorities to recognize the historical context and previous rulings related to these lands, and to facilitate a more streamlined, fair process that acknowledges the farmers' rights without unnecessary bureaucratic hindrances.
