Protect the Right of Military Personnel to Refuse Orders Violating Citizens' Rights

As a concerned citizen, I am motivated by the prospect of safeguards in our military structure that can prevent a tragedy akin to the Tiananmen Square massacre of 1989. Our military personnel swear an oath to protect the Constitution and citizens of our nation, not to blindly follow orders that may result in harm to American civilians.

We must allow them to refuse any orders that call for the use of lethal force against American citizens, without any fear of disciplinary action.
