

Protect Pets from Freezing Cars: Pass a Law in South Carolina
The Issue
South Carolina has no law that specifically protects animals left alone in freezing vehicles. During cold snaps and winter storms, pets are often left behind in parked cars where temperatures drop quickly, turning a vehicle into a deadly icebox. Without state law, there is no clear path for rescuers or law enforcement to intervene before it is too late.
This winter is forecasted to be historically cold, increasing the risk to pets left unattended in vehicles. We are calling on the South Carolina Legislature to pass legislation that will:
- Make it illegal to leave animals in unattended vehicles under cold conditions that pose a risk to their health or safety
- Allow law enforcement and emergency responders to rescue animals from freezing vehicles
- Provide civil immunity for citizens who act in good faith to save a distressed animal after calling 911
- Establish penalties for those who leave pets in life‑threatening cold without adequate protection
In just minutes, the inside of a car can drop to near‑freezing temperatures, especially at night or during storm events. Blankets and cracked windows do not make a difference. Animals left behind can suffer hypothermia, frostbite, or death.
More than 30 states already have laws addressing pets left in dangerous vehicles. South Carolina does not. Without one, even obvious cases of cruelty may go unpunished, and good Samaritans may hesitate to act for fear of legal consequences.
No animal should freeze to death while the law remains silent.
