Protect Our Community: Establish Fair & Safe Regulations for Sober Living Homes in FV
The Issue
As one household of many with concerned parents of young children in the city of Fountain Valley, CA, our plea is driven by our deep-rooted love for our community and an urgency for the safety of our youngest residents. The matter of sober living homes, although serving a crucial role in rehabilitation, requires an added degree of control within our residential areas. Our neighborhood is home to many children. It is crucial for us, as a community, to ensure our environment remains conducive to their growth, learning, and safety.
We're advocating for regulations that maintain a buffer zone of at least 650 feet from any "sensitive use" areas such as schools, parks, and places of worship.
National studies impart that the establishment of sober living homes away from susceptible areas like schools and parks promotes a decrease in drug exposure and temptation for the home's residents, increasing their chances of successful recovery (National Institute on Drug Abuse, 2020). Therefore, it's beneficial for all parties involved.
It's not about pushing the problem away, but rather about creating a city setup where recovery can truly flourish while ensuring that the innocence and safety of our children stay safeguarded.
Act now by signing this petition, advocating for this addition of sober living homes regulations in Fountain Valley, CA. Give our children, our community and the residents of these homes the environments they deserve.

Proposal Summary
We, the undersigned, are requesting that the City of Fountain Valley establish a regulation to restrict the operation of sober living homes within *650 feet* of sensitive areas such as schools, parks, and places of worship. This regulation would ensure that sober living homes are appropriately spaced from areas that serve vulnerable populations and maintain the character and safety of residential neighborhoods.
Reasoning for the Proposal
The presence of sober living homes in residential neighborhoods is crucial to supporting individuals in recovery. However, their proximity to sensitive areas can present challenges to both the residents of sober living homes and the broader community. Many cities have enacted zoning restrictions to balance the benefits of sober living homes with the need to protect schools, parks, and other sensitive areas from overcrowding or potential disruptions.
Our proposal follows the example of successful ordinances in cities such as Costa Mesa which have all instituted similar proximity regulations, recognizing the importance of protecting the public welfare while supporting recovery efforts.
Key Points of the Proposal
1. Proximity Restrictions: Sober living homes should be located at least *650 feet* from sensitive areas, including:
- Schools: Both public and private educational institutions that serve minors.
- Parks: Public recreational areas that serve families and children.
- Places of Worship: Churches, synagogues, mosques, and other religious centers that are often frequented by vulnerable populations.
2. Zoning Requirements: Sober living homes must be located within areas zoned to allow for such facilities. A conditional use permit (CUP) would be required for operation in residential neighborhoods to ensure compliance with local zoning laws.
3. SEE AMENDMENT BELOW Spacing between Sober Living Homes: To prevent clustering, sober living homes should be spaced at least 650 feet apart from one another in residential neighborhoods.
---
Expected Benefits
- Enhanced Community Safety: By ensuring sober living homes are not located in close proximity to schools, parks, and places of worship, we can better protect children and other vulnerable groups in the community.
- Balanced Integration: Sober living homes can still be integrated into the community without causing overcrowding or negative impacts on neighborhood resources and amenities.
- Better Access to Recovery: By maintaining a reasonable distance between sober living homes and sensitive areas, residents can enjoy peace and privacy while receiving the support they need for recovery, without the added stress of being too close to areas of high foot traffic or vulnerability.
---
Conclusion
We believe that a 650-foot proximity regulation will protect the interests of the broader community while ensuring that individuals in sober living homes have the space they need for recovery. This regulation would be a vital step in balancing the needs of recovery residents and the safety and wellbeing of the community as a whole.
We respectfully request that the Fountain Valley City Council consider adopting this proposal and begin the process of implementing these regulations to ensure a balanced and supportive environment for all residents.

2/18/25 9:15pm AMENDMENT to the Petition for Sober Living Home Regulations in Fountain Valley, CA
Since launching this petition and gathering information at the public hearing today, we recognize the need to expand our request. In addition to establishing a 650-foot buffer from sensitive use areas (such as schools, parks, and places of worship), we now propose increasing the required distance between sober living homes from 650 feet to 1,000 feet—a measure already implemented in neighboring cities like Huntington Beach, Garden Grove, and Santa Ana.
The revised petition now includes:
- A 650-foot buffer between sober living homes and sensitive-use areas.
- An increase in spacing requirements between sober living homes from 650 feet to 1,000 feet.
This change will further protect our neighborhoods and support the success of sober living homes by preventing oversaturation in any one area. We urge all community members and city officials to support this expanded regulation to ensure a safer, well-balanced approach for both residents and those in recovery.
