Protect Our Children: Create a National Child Abuse Offender Registry & “Emmanuel's Law”

The Issue

Children like Gabriel Fernandez and Emmanuel Haro should still be alive today. Their deaths were preventable, but the system failed them. CPS failed them. Our laws failed them.

We have Megan’s Law to track sex offenders, but no equivalent protection for children against convicted abusers. Too often, abusers are allowed back into homes, around minors, or even regain custody putting children at risk of repeated torture, trauma, and death. The creation of a national Child Abuse Offender Registry would prevent these atrocities and ensure the safety and well being of the most vulnerable members of our society our children.

A national registry would serve as a crucial tool for law enforcement, child welfare agencies, and the general public, similar to existing registries for sex offenders. It would ensure that convicted child abusers are monitored and their whereabouts known, thereby preventing future cases of abuse and saving innocent lives.

Furthermore, barring convicted abusers from gaining custody of minors or residing in homes where minors are present is a necessary measure. This can significantly reduce the likelihood of reoffending and provides a necessary layer of security for children.

Statistics show a staggering number of child abuse cases each year, with thousands of children suffering and dying due to abuse and neglect.  According to the U.S. Department of Health & Human Services, in 2019 alone, approximately 1,840 children died from abuse and neglect. These numbers aren’t just numbers they represent real lives lost, real potential destroyed.

We must learn from past failures and take actionable steps to protect children.

Establishing a Child Abuse Offender Registry and ensuring that abusers cannot have custody of or access to children are concrete actions that can and must be taken. 

It’s time for our government to act to protect our children and ensure their safety through stronger, more effective laws and systems.

We demand change. Just as Megan’s Law created a registry for sex offenders, we need a national Child Abuse Offender Registry and a law that permanently bans convicted abusers from being around children.

This is not about punishment. It’s about prevention. It’s about protection.

It’s about saving lives.

We call on lawmakers to pass what should be known as “Gabriel’s Law” or “Emmanuel’s Law” a law that ensures no child suffers at the hands of a known abuser again.
