Protect Minnesota Dogs and Families — Strengthen Breeder Enforcement Now
The Issue
Families should be assured that when they bring home a puppy, that dog was raised in safe, humane conditions. But the latest Horrible Hundred report shows troubling gaps in oversight at a licensed Minnesota breeding facility.
Federal inspectors documented a French bulldog with hair loss and reddened skin, another dog in need of dental treatment, and multiple dogs without proof of required vaccinations. In prior inspections, officials noted excessive feces in enclosures that had not been cleaned for days, shredded carpeting that posed safety hazards, and dogs on the property without proper documentation. Despite these repeated concerns, puppies from this facility were still supplied to a national pet store chain in 2025.
These findings raise serious questions about whether Minnesota’s current enforcement tools are strong enough to prevent repeat problems and protect both animals and their owners. When dogs lack veterinary care, proper sanitation, or vaccination records, they suffer and families risk bringing home sick puppies.
We call on Governor Tim Walz, Minnesota Department of Agriculture Commissioner Thom Petersen, Attorney General Keith Ellison, and the chairs of the Minnesota House and Senate agriculture committees to strengthen breeder oversight and enforcement immediately.
Minnesota must require automatic state review and potential license suspension when breeders receive significant federal animal welfare violations, mandate unannounced inspections for facilities with repeat concerns, and create a transparent, publicly searchable record of violations so families can make informed decisions before purchasing a puppy.
