I'm a local resident and my child attends Mesne Lea Primary School, directly opposite the proposed development.

Like many parents, I use Mesne Lea Road every day. I see the congestion, the parking problems and the number of children walking, cycling and scooting to school. I know how busy and challenging this road already is.

This petition is not about opposing HMOs or the people who live in them. HMOs provide an important form of housing.

This is about ensuring that an eight-bedroom HMO is not approved in a location where the impact has not been properly assessed.

Why this matters
Mesne Lea Road is not just a residential street. It is a busy school route.

Every weekday, hundreds of children, parents and staff travel along Mesne Lea Road to reach both Mesne Lea Primary School and Co-op Academy Walkden. It is also one of the main routes between Walkden and the East Lancashire Road, carrying significant traffic throughout the day.

During school drop-off and pick-up, the road is already heavily congested. Residents regularly see unsafe parking, blocked driveways and children crossing between parked cars. These are everyday realities for the families who live here.

The proposal would convert a family home into an eight-bedroom House in Multiple Occupation (HMO).

An application of this scale should properly assess the impact on:

• Highway safety.
• Traffic and parking.
• The school environment.
• Neighbouring residents.
• The character of the area.

We do not believe this has been done.

The council's own Highways assessment relies largely on a desktop review and census data. It does not appear to assess the conditions that local residents experience every day during the school run.

Planning decisions should reflect how Mesne Lea Road is actually used, not how it appears on a map.

What we're asking
We are asking the Planning Panel to refuse Planning Application PA/2026/0779 until the impact of an eight-bedroom HMO in this location has been properly assessed.

This is the wrong development in the wrong location.
