The Issue
The picturesque Konkan coast, renowned for its biodiversity, pristine beaches, fertile land, and vibrant communities, is facing a serious threat from the potential expansion of PFAS (Per- and Polyfluoroalkyl Substances) production in Ratnagiri. PFAS are a group of man-made “forever chemicals” widely used for their water- and grease-resistant properties, but are internationally recognized for their persistence, toxicity, and long-term harm to human health and the environment.
Scientific research and global regulatory bodies have linked PFAS exposure to cancer, hormonal disruption, immune system damage, reproductive issues, and irreversible contamination of soil and groundwater. Once released, these chemicals remain in the environment for decades, posing a severe risk not only to present populations but to future generations.
The urgency of this issue is underscored by international precedent. In Italy, PFAS manufacturing activities associated with the company Miteni were shut down and banned following widespread contamination and damage to public health. The consequences faced by affected communities in Italy included:
- Contamination of drinking water sources across multiple towns
- Elevated PFAS levels detected in blood samples of residents, including children
- Increased health risks, including cancer and hormonal disorders
- Long-term damage to agriculture and livestock
- Heavy social, economic, and healthcare burdens on local communities
These events demonstrate the grave and irreversible consequences of allowing PFAS production without strict prohibition and oversight.
Reports and public disclosures indicate that assets, technology, or ownership links connected to the banned Miteni operations are now associated with Laxmi Chemical Industries in Ratnagiri, Maharashtra. This has raised serious concern among citizens regarding the possible relocation or continuation of PFAS-related production in India, particularly in an ecologically sensitive region like Konkan.
Mumbai, the economic heart of India, depends heavily on the environmental health, water systems, and ecological balance of the Konkan region. Any contamination of land or groundwater in Ratnagiri poses a direct and long-term threat to Mumbai’s water security, food systems, and public health, affecting millions of people across Maharashtra.
In light of the international bans, scientific evidence, and irreversible risks, we strongly urge the Maharashtra State Government and environmental regulatory authorities to:
- Immediately prohibit the production of PFAS chemicals in Ratnagiri and the Konkan region
- Ensure full public transparency regarding any past or present PFAS-related activities
- Enforce the precautionary principle, prioritising public health over industrial expansion
- Conduct continuous and independent water, soil, and air monitoring
This petition does not seek to assign criminal liability, but calls for decisive preventive action to stop the introduction of substances that have already caused severe harm in other countries. India must not become a destination for chemicals that have been banned elsewhere due to their devastating impacts.
By acting now, we can protect the fragile Konkan ecosystem, safeguard Mumbai’s and our country's future, and ensure that economic development does not come at the cost of human health, environmental destruction, and intergenerational injustice.
