Protect International Students: Address Harvard’s Winter Housing Crisis

The Issue

Many low-income international students at Harvard College are being denied winter housing despite the College's stated policy that international students with demonstrated financial need are eligible to stay on campus. This policy inconsistency leaves vulnerable students with no place to go, due to financial constraints and visa restrictions, during a critical period of need.

The Housing Office website explicitly states that "International students with financial need" are eligible for housing. Despite this, multiple students meeting these criteria have had their applications denied. The rejection emails sent to students reveal a significant discrepancy between the stated policy and its application. The email reads:

"We recognize how important it is for international students to secure housing during breaks, particularly when financial aid is involved. However, being an international student on financial aid alone does not automatically meet the criteria for approval; other unique circumstances must also be present."

This communication demonstrates an inconsistency: while the policy implies that financial need is sufficient for housing eligibility, the implementation adds vague, undefined "other unique circumstances" as criteria. This lack of transparency leaves many students — who already face significant barriers due to financial and visa constraints — without viable housing options.

The email also states, "Please understand that this email is the final step in the appeals process." However, it is crucial that the university reevaluate all denied winter housing applications for low-income international students and ensure the criteria and decision-making process for housing applications are fully transparent. For most international students, the full financial aid package at Harvard does not cover essential costs such as plane tickets, leaving them without viable alternatives. The financial aid office, as referenced in the email, only offers loans, which are not a feasible option for students already struggling with financial hardship.
