Protect Horses, Donkeys, and Burros — Support the SAFE Act (H​.​R. 1661 / S. 775)

The Issue

Horses, donkeys, and burros are widely recognized across the United States as companions, working animals, therapy animals, and family members.

We are calling on Congress to pass the SAFE Act, which would permanently prohibit the slaughter of equines in the United States and ban their transport for slaughter across state or international borders.

Equines of all ages may pass through auction systems where ownership can change quickly. From there, they may enter long-distance transport networks that may cross state or international lines.

Animal welfare organizations have raised concerns regarding:

Stressful auction environments
Separation from familiar animals and handlers
Long-distance transport conditions
Limited oversight after leaving domestic markets
The SAFE Act would:

Permanently prohibit slaughter of horses, donkeys, and mules in the United States
Ban transport of equines for slaughter across borders
Replace temporary protections with permanent federal law
We respectfully urge Congress to support and pass this legislation.
