The Issue
Ten years ago, the Preservation Society of Fall River alongside numerous volunteers dedicated their time and effort to forge the city's only protected historic district. The commitment to preserving the architectural integrity and historical significance of this area was not just a legal formality, but a heartfelt promise to honor our shared heritage. Every property owner within this unique district entered into a solemn agreement, understanding that their neighborhood would be preserved for future generations to admire and cherish.
The current proposal to convert the historic property at 550-570 Rock Street into a 15-unit apartment complex stands in stark contrast to this shared vision. This location, which includes the c. 1863 Jefferson Borden House, is central to Fall River's only local historic district and is protected under Massachusetts General Law Chapter 40C. This law not only safeguards the exteriors of historic structures, but also their surroundings, ensuring that the district's character remains untainted by modern development and offering a tangible connection to our past.
Allowing a variance and special permit for such a development would irrevocably alter the landscape of our cherished district, setting a precedent that could lead to further intrusions on our protected zones. Such changes could erode the historic value that our community diligently worked to preserve, diminish the aesthetic appeal that draws visitors and residents alike, and compromise the cultural fabric of our community.
We urge the members of the Zoning Board of Appeals to consider the long-term implications of granting this permit. The character of Fall River's historic district is irreplaceable. It is vital to maintain the integrity of this area, not just for its current residents, but for everyone who seeks to appreciate and learn from our past. Please uphold the standards and promises we set a decade ago.
