

Protect Dog Welfare Through Responsible Breeding Limits — Not Breed Bans
The Issue
We call upon the UK Government and Parliament to amend current licensed dog breeding regulations by reducing the permitted number of litters a licensed breeder may produce from a female dog from three litters within a 12-month period to one litter within a 12-month period.
Rather than introducing broad bans on the breeding of 67 dog breeds, we urge the Government to focus on stronger welfare-based breeding standards that protect dogs while preserving responsible breeding practices and breed lineage.
Female dogs require adequate recovery time between pregnancies to reduce physical stress, complications, exhaustion, and long-term health risks. Allowing only one litter per 12 months would provide a significantly longer recovery period, improving welfare standards and encouraging healthier breeding practices across the UK.
We believe blanket breed bans risk causing several harmful consequences:
The loss and extinction of established bloodlines and heritage breeds.
Punishing responsible, licensed breeders who already follow welfare standards.
Driving breeding underground into illegal and unregulated operations.
Increasing the risk of unsafe conditions, neglect, exploitation, and poor welfare for female dogs used in illegal breeding.
Reducing transparency and oversight currently provided by licensed breeders.
Responsible breeders who health-test, socialise, and properly care for their dogs should not be treated the same as irresponsible or illegal breeders.
This petition seeks a balanced approach that prioritises animal welfare without eliminating entire breeds or forcing breeding activity into dangerous underground markets.
We therefore ask Parliament to:
Reduce the permitted breeding frequency for licensed breeders to one litter per female dog every 12 months.
Strengthen enforcement against illegal and unlicensed breeding operations.
Introduce stricter welfare inspections and health standards for all breeders.
Reconsider any proposed legislation that would ban large numbers of dog breeds from being responsibly bred in the UK.
Protect both canine welfare and the preservation of responsibly managed breed lineages.
Animal welfare should be improved through ethical regulation and enforcement — not through measures that risk unintended harm to dogs, breeders, and future generations of healthy breeds.
