The Issue
Children around the world are routinely assigned a religious identity long before they can think, speak, read, write, or understand what belief means. This practice — forced religious indoctrination and enrollment — happens before children have the cognitive maturity, legal autonomy, or ability to consent. It violates the basic principles of freedom of thought and personal identity that every child should be guaranteed.
Many parents and institutions openly describe it as their “duty” to indoctrinate children into a religion before the child can form independent thoughts. As a result, a child’s identity is shaped by external authority rather than their own free will. No other major life decision — medical, sexual, contractual, or civic — is imposed on minors without consent. Yet religious identity, one of the most profound aspects of personal autonomy, is often assigned at birth or in early childhood.
This is a clear gap in global child-rights protections.
The Age of Religious Consent Act (ARCA) offers a simple, universal solution: children must reach the age of legal consent — 18 years old — before any religious identity, membership, or enrollment can be assigned.
