The Issue

PETITION TO THE Benoit Charrette, Quebec Minister of the Environment, the Fight Against Climate Change, Wildlife, and Parks, AND Mayor Tim Thomas, City of Pointe-Claire

WHEREAS the Fairview Forest in Pointe-Claire is one of the last remaining large mature forests and wetlands in Montreal’s West Island. It is home to over 240 species of plants and animals, including many at risk. Currently, the forest remains under mixed-use zoning with only temporary development freezes imposed since 2022. Cadillac Fairview retains development rights and threats of large-scale condo and commercial projects remain. Partial clearing and fencing on the property have already begun, raising community concerns. The forest continues to be privately owned by Cadillac Fairview, with no government acquisition to ensure its permanent protection.

WE, THE UNDERSIGNED, residents of the City of Pointe-Claire,

CALL UPON THE Quebec Minister of the Environment, the Fight Against Climate Change, Wildlife, and Parks, and the Mayor of Pointe-Claire,

TO

Enact permanent conservation zoning designating the full 43-acre Fairview Forest as protected ecological land, forbidding all future development or fragmentation;
Immediately halt all development permits, construction activities, and site disturbances until a comprehensive, independent environmental review is conducted and made public;
Use provincial powers and funding—supported by federal assistance if necessary—to purchase or expropriate the land from Cadillac Fairview, placing it under public ownership for permanent ecological protection.
