The Issue
My heart aches as I recall the tragic loss of a dear friend Jasmine Kessler's daughter, a vibrant five-year-old with non-verbal autism, who drowned on October 3, 2025. Her precious life was cut short in an unfathomable accident that could have been prevented. Her joyful laughter and bright spirit will be deeply missed by all who knew her. Her tragedy has spurred a deep-seated need to take action and protect other families from experiencing such an immense and inexplicable loss.
Children with autism, particularly those who are non-verbal, face unique challenges in their day-to-day lives. These children often have difficulty understanding and responding to danger. They are drawn to water and are at a higher risk of drowning compared to their peers. As a community and a society, it is our responsibility to ensure their safety and well-being.
To address this urgent issue, we are calling for the implementation of what we are naming the "Kallie Breeze Law" – in honor of a life needlessly lost. This proposed law would require the installation of safety barriers around bodies of water near residential complexes, especially lakes, ponds, pools, and patios in apartment complexes, where many families with autistic children reside.
According to a report by the National Autism Association (NAA), drowning is among the leading causes of death in individuals with autism. Additional research indicates that children with autism are 160 times more likely to drown than their neurotypical peers. These numbers underscore the urgent need for preventive measures such as mandatory safety barriers.
We propose that local government and housing authorities take immediate action to mandate the installation of these barriers, as they are both a simple and effective tool in preventing unnecessary tragedies. Furthermore, property developers and owners should be incentivized or required to comply with these safety upgrades, ensuring that every child can play and live safely in their environment.
