The Issue

We Demand Stronger Animal Protection Laws and Lifesaving Shelter Reform

Every day across the United States, innocent dogs and cats suffer from abuse, neglect, abandonment, and unnecessary loss of life. At the same time, many dedicated shelters, rescue organizations, and volunteers are overwhelmed by overcrowding, limited funding, and a growing homeless pet population.

As a foster volunteer and animal advocate in Georgia, I have witnessed the heartbreak experienced by rescuers who work tirelessly to save animals while struggling against limited resources and overcrowded shelters. Too many healthy and treatable animals are euthanized when more support, foster homes, rescue partnerships, and preventive programs could help save them.

Animals cannot speak for themselves. We must be their voice.

We call upon President Donald J. Trump, Vice President JD Vance, Congress, governors, and state legislatures to take immediate action by:

• Strengthening federal and state animal cruelty laws and imposing tougher penalties for intentional abuse, torture, organized animal fighting, abandonment, and severe neglect.

• Supporting stronger enforcement of animal cruelty laws so offenders are investigated and prosecuted appropriately.

• Increasing funding for public animal shelters, rescue organizations, foster programs, veterinary care, and affordable spay and neuter services to reduce pet overpopulation.

• Encouraging greater transparency in publicly funded shelters by making intake, adoption, transfer, and euthanasia statistics easily available to the public.

• Expanding partnerships between shelters and rescue organizations so every reasonable effort is made to save healthy and treatable animals before euthanasia is considered.

• Promoting education about responsible pet ownership, microchipping, and spaying and neutering to reduce the number of homeless animals entering shelters.

Animal cruelty is not a minor offense. Research has shown that severe violence toward animals can occur alongside other forms of violence, making prevention and accountability important for both animal welfare and public safety.

America is judged not only by how it treats its people, but also by how it treats those who have no voice.

We ask our leaders to stand with millions of Americans who believe compassion, accountability, and stronger protections for animals should be national priorities.
