Proposed 29th Amendment to the United States Constitution
The Issue
Section 1: No person shall serve more than three terms in the House of Representatives, and no person shall serve more than two terms in the Senate.
Section 2: A term of office in either chamber shall be counted toward the limit regardless of whether such term is served consecutively or non-consecutively.
Section 3: Any prior terms served before the ratification of this amendment shall be counted toward the term limits specified herein. However, no person shall be removed from office before completing the term to which they were elected prior to ratification.
Section 4: Congress shall have the power to enforce this article by appropriate legislation.

The 29th Amendment to the Constitution of the United States shall establish term limits for members of Congress.

We have seen the cost of this passiveness: division, dysfunction, and a government that too often serves itself.
It is time to return power to the people by ensuring that no one remains in office long enough to see service to the public become secondary to service to self. Fresh leadership is not a threat to democracy; it is its safeguard. Term limits would reintroduce humility to governance, create space for new ideas, and reignite a spirit of innovation and urgency in addressing the nation's most pressing issues.
Therefore, we call for the convening of an Article V Convention, as empowered by the Constitution, to propose an amendment establishing term limits for both chambers of Congress. We envision:
A maximum of three terms (six years) for members of the House of Representatives
A maximum of two terms (twelve years) for members of the United States Senate
This Amendment shall apply prospectively, honoring the service of current officeholders while ensuring that future generations of leaders are not entrenched by design but elevated by merit.
This is not a partisan demand, but rather it is a patriotic duty. The voice of the people must not be drowned out by the permanence of political power. We seek a system that rewards public service, not political survival.
