The use of service animal apparel has become an increasing problem in recent years. People using service animal apparel on animals that are not trained could be seen as morally wrong but also lead to situations of fake service animals causing harm to people and other animals. Although many states do have laws to try to regulate this problem, it is still a problem in the states that don't have these laws, which is why the federal government should act on this problem. 

Therefore this petition is aimed at trying to regulate service animal apparel and make it regulated like handicap parking stickers. And only make it legal for an animal that is certified by Assistance dogs international which is a reputable international organization that tries to certify only companies that meet their standards of training service animals.

proposal: Make service animal apparel only obtainable from the government, and make it a misdemeanor to use service animal apparel on an animal that is not certified by an organization not certified by Assistance dogs international.
