The Issue

The Philippines education system requires students to develop skills for independent learning and responsible decision-making. The Enhanced Basic Education Act of 2013, which exists as Republic Act No. 10533, establishes student-centered learning methods that require students to develop their critical thinking skills while taking responsibility for their educational journey. The Department of Education through its educational programs shows students how to become lifelong learners who can handle both their academic studies and personal growth.

However, many students still rely on their teacher’s guidance and outside pressure rather than developing their own strategies for learning. In several classrooms, opportunities to practice self-regulated learning such as setting personal learning goals, monitoring one’s progress, and reflecting on academic performance, are limited or not consistently encouraged. As a result, students may struggle to develop independence, discipline, and responsibility in managing their studies.

Therefore, this petition calls on schools and educators to actively promote self-regulated learning among their students by integrating activities and strategies that develop goal setting, self-monitoring, and reflective learning. By encouraging these practices, students can become more independent, motivated, and responsible learners who are better prepared for academic success and lifelong learning.
