The issue

In 2017, we witnessed a significant change for animal welfare with the passing of The Domestic Animals Amendment (Puppy Farms and Pet Shops) Act. This law successfully banned the sale of pet dogs and cats in pet stores across our state. However, there is still a glaring gap in this legislation - it does not extend to birds or small animals.

Our local bird and small animal shelters are overflowing with unwanted pets. Parrots, guinea pigs, rabbits - creatures whose needs are arguably more complex than those of dogs or cats - are still being sold freely in pet stores in Victoria. These animals often end up neglected or abandoned when their owners realise they cannot provide them with the specialist care they need. 


The RSPCA reports that they receive thousands of calls each year about abandoned or neglected birds and small animals across Australia (RSPCA Annual Statistics). This situation is not sustainable for these innocent creatures nor for our already overwhelmed animal shelters. Most large pounds and shelters are not equipped to house these animals, so they are often euthanised or passed on to smaller volunteer based rescue groups who cannot keep up with the demand. 

We must extend the same protections to all pets that we have given to dogs and cats to prevent the impulse purchase of these types of animals. The acquisition of these pets should only be via registered breeders or pet adoption organisations. 

It's time to amend The Domestic Animals Amendment Act to include birds and small animals as well.
