In North Sunnyvale, the potential loss of neighborhood-serving retail at Fair Oaks Plaza would have real consequences for the San Miguel neighborhood and nearby residents. This area already has limited access to grocery options and essential services, and changes to a major commercial site like this can significantly affect daily life. For many families and seniors, nearby businesses are an essential part of how the community functions.
Those concerns are what first brought neighbors together and led to the creation of this petition.
Now the issue is directly in front of the community.
A redevelopment proposal has been introduced for the site at 929 Duane Avenue (Fair Oaks Plaza), which has long provided local businesses and essential services in this historically underserved part of Sunnyvale. The proposal would replace most of the existing commercial space with housing and a much smaller commercial component.

What Is Being Proposed
According to the project notice:
• The existing commercial building would be demolished
• The Speedy’s Tacos building would remain
The redevelopment would include:
• 14 residential buildings with 67 housing units
• A smaller commercial building, with no indication that essential services such as a grocery store would be provided.
• Landscaped open space
While housing is important, the proposal would significantly reduce the amount of commercial space currently serving the neighborhood.

Why Residents Are Concerned
Many of the businesses at Fair Oaks Plaza are small, family-run, immigrant- and minority-owned businesses that serve the surrounding community. These businesses are part of the daily fabric of the neighborhood.
Several business owners have shared what displacement could mean for them. For some, losing their business would mean losing both their primary source of income and the business they have spent years building in this community.
The surrounding neighborhood is also home to many low-income families and seniors who rely on nearby businesses for everyday needs. When neighborhood retail disappears, the impact is immediate. Without nearby grocery options and essential services, the loss of local retail could contribute to the creation of a food desert, forcing residents to travel farther for everyday necessities and potentially deepening existing inequities in access to basic services.
