Prioritize 100% Affordable Housing at the San Francisco DMV Site

The Issue

Addressed To: California Department of Motor Vehicles and Department of General Services

The San Francisco DMV site at Fell and Baker is seismically unsafe and required to be rebuilt. This provides a perfect opportunity to address the deep need for new 100% affordable housing.

We demand that the State of California, including the Department of Motor Vehicles (DMV) and the Department of General Services (DGS), prioritize the development of 100% affordable housing in its plan to replace the DMV Field Office at 1377 Fell Street. This unique and massive site presents a golden opportunity for the development of 100% affordable housing, and it must be included in the new site plans.

Further, the state of California is requiring that San Francisco produce 46,000 units of affordable housing within the next eight years, and the state must help reach this mandated goal by ensuring that the new DMV site includes 100% affordable housing. For the state to not prioritize 100% affordable housing on this site goes against its own stated goals. 

There is an acute need for truly affordable housing in this neighborhood and community, and 100% affordable housing is strongly supported. Neighborhood support for development of affordable housing and public serving spaces is detailed in the Divisadero Community Plan, created with the input of over 500 residents.

The current DMV site is heavily used and we support a new field office either at this site, or if needed, in another convenient SF location. In addition, the affordable housing development must also include neighborhood serving retail, non-profit service space, and dedicated public bike parking as detailed in the Divisadero Community Plan. With four major bus lines located within blocks of the site, it is an ideal location for transit accessible affordable housing to serve the community.

In order to provide transparency and have community collaboration, the DMV and DGS must commit to a public process in planning for the future of this site. The current DMV Field Office is seismically unsafe and needs to be replaced. We must not let the moment pass without taking advantage of this opportunity to build 100% affordable housing.
