Rape victims by US military in Japan need help now - Amend Article 16 immediately.
The issue
Amend Article 16 immediately.
I am Catherine Jane Fisher an Australian citizen, permanent resident of Japan since the 1980’s.
I was raped by a US military servicemen and became the first woman to Break The Silence in Japan and my journey began to advocate for change.
April 6th, 2022 marks the 20th year of my grassroots advocacy in Japan. For the past twenty years I have advocated for changing the Status of Forces Agreement, however the Japanese Government has continually dismissed the voices and cries of rape victims in Japan and the bereaved families of the victims who were murdered.
If our political leaders truly want to change the culture of violence against innocent people in this country then we must act now.
I thank you for supporting the fight to end violence of murder and rape against innocent babies, children, men and women in Japan. This is an important petition that can help navigate the criminal justice system for a long needed change. It is our duty to protect innocent people in our community and it is imperative that violence committed by US military and their stationed in Japan is eradicated immediately.
I urge you to sign this petition if you are against the senseless deaths and murders of innocent people and to:
1. Show your support of the catastrophic amount of survivors and their families who have succumbed to crimes committed by US military such as murder, domestic violence, rape and all other forms of violence. The history of the perturbing crimes perpetrated by these offenders is proof not only of extremely disconcerting Human Rights Violations but also demonstrates the lack of integrity and shows the irresponsible lack of action that is not acceptable.
2. Support the Amendment of the Status of Forces Agreement in Article 16 from “Respect the laws of Japan” to be amended to “obey the laws of Japan. We believe that Article 16 serves to protect the perpetrators by allowing them to be diverted out of Japan. Clearly this has not protected the victims nor has it allowed them the opportunity of Justice. By receiving immunity in Japan this has allowed these perpetrators to continue raping and murdering innocent people when they return to the USA.
3. That the word “Respect” will be given back to the victims, survivors and their families both living and deceased. We must end the violence. We must help those who have been victimized and need assistance now.
Time lost means lost lives.

We hope to receive as many signatures before the 20th anniversary on April 6th, 2022, so this can be presented to the Prime Minister of Japan Fumio Kishida.
