Change the eligibility and fellowship for PMRF scheme

The Issue

I am an aspiring research student, still completing my Master's degree.

I would like it if the PM changed a few things regarding the new proposal of Prime Ministers's Research Fellows:

1. Open the eligibility criteria all the aspiring students who may not be admitted to the eminent institutes, but they have the intelligence and guts to work hard for the country and science.

Therefore, it is not fair to give the chance to only the students from IITs, IISc, NITs, IISERs, IIITs.

I understand that it will be hard to handle and process all the applications but it will be fair for everyone.

2. Reduce the amount of promised fellowship.

The students who were not eligible and have an excellent research proposal or are doing research will have to manage somehow on 30,000/- per month. Whereas, the PMR Fellow may not have such a brilliant idea but will still get a 70,000 - 80,000/- per month.

This is just not fair.

If you reduce the fellowship to 50,000/- per month, then you could increase the number of fellows as well.

The intention is admirable since there is a need of research in India. But then implementation is completely wrong.

Yes, the scheme only focuses on Centrally Funded Technical Institutes. But they might not be the brightest.

IF PMO and Ministry of Human Resource Development ARE GOING TO CONTINUE WITH THE CURRENT SCHEME THEN AT LEAST MAKE SURE THAT THE SCREENING PROCEDURE IS FAIR. AND THERE SHOULD NOT BE ANY KIND OF RESERVATIONS IN THAT. I REPEAT, NO RESERVATIONS IN THIS CASE.

Make it fair and most importantly TRANSPARENT scheme for the whole country.

It would best if you attract the "Talent" from all over the country and not just from the "Eminent" institutes.
