Facts:

1)CBDT has  extended the due dates of ITR for states, where writ petition has been filled and orders awarded favouring Assessee. This had never happened in history of India. 

2)There should not be discrimination on the basis of states , Income Tax, being Central Statute.

3) Extension for some states is discriminatory in  nature
