The issue
As a local resident, I wish to express concern about the proposed opening of a business described as a “massage parlour” at 4/170–172 Warrandyte Road. Our area has long been valued as a quiet, family-friendly community, and many residents are understandably cautious about changes that may affect the character and amenity of the local shopping strip.
The concern held by some residents arises from the nature of similar businesses operating under the same or similar branding in other locations. Based on publicly observable features such as operating hours and rear entrance, some residents associate this type of business with adult-oriented services. Whether or not this is the case here, the perception alone has the potential to impact how safe, welcoming, and family-appropriate the area feels.
The proximity of the proposed business to other small, family-run shops and places frequented by children has heightened community unease. Residents are concerned about the potential effect on the local environment, the reputation of the shopping strip, and the overall sense of comfort for families who live, work, and spend time nearby.
Many residents believe it is important to act now to preserve the character and integrity of our neighbourhood. Allowing businesses that are widely perceived as inconsistent with a family-focused setting may, over time, alter the nature of the area and discourage families from using and supporting local shops.
It is also recognised that recent changes to Victorian planning controls (Planning advisory note:79; Change June 2022; Amendment VC2017 Decriminalising Sex Work) mean that council and residents have limited ability to object to certain types of businesses establishing in standard shopfronts within a Commercial 1 zone. As a result, responsibility now largely rests with property owners and landlords when deciding which tenants are appropriate for a given location.
For this reason, residents are coming together to respectfully urge the landlord of 4/170–172 Warrandyte Road to reconsider leasing this premises to a business of this nature, and instead seek a tenant that more clearly aligns with the established character and values of Ringwood North.
By signing this petition, you are expressing support for maintaining a shopping strip that reflects the expectations of local families and residents, and for protecting the long-term amenity of our neighbourhood.

Contact local representatives: With a state election scheduled for November, this is an opportunity to raise questions with sitting members and candidates about how community concerns can be better addressed in future policy decisions.
