Prevent Return of Abused Horses to Muddy Waters
The Issue

Having spent my youth years volunteering at Muddy Waters Ranch and riding horses with my mother, I have witnessed firsthand the neglect and suffering endured by the animals there. Over 10 years ago, when I was just a child and even then my mother and I saw they had Inadequate living conditions, we did what we could to help, but were naive and unable to make a change. We had to draw the line when there was an outbreak of Strangles, with no treatment, and horses passing. We left and contacted the humane society. They ignored us.
Despite multiple calls for action over the years nothing significant was done to ameliorate their plight.
Now, after countless calls for intervention, CARE has finally managed to step in and remove these horses from the deplorable conditions at Muddy Waters Ranch. However, the threat of these horses being returned to Clarence Clemens, the ranch owner, looms large. This is especially alarming considering several horses have tragically died from extreme starvation due to the appalling neglect.


The court hearing is 9/17/25. The case could be dismissed, and all of the horses returned back to their abuser.
Some of the horses were euthanized, and collapsed on site due to exhaustion and malnutrition. Even the worst of the worst had fresh saddle, sores all across their exposed spine with a body score of 1, They were still forced to be ridden several hours a day for entertainment and money.
They have never seen grass. Or a pasture.

It is critical that we act now to prevent these horses from being sent back to a place where their well-being is not guaranteed. Releasing the animals back to the environment from which they were rescued would only perpetuate the cycle of abuse and neglect. Hamilton County should put a stop to this by refusing the return of these horses to Muddy Waters Ranch.
Moreover, this situation highlights a broader issue that affects not only Muddy Waters Ranch but potentially other similar facilities across the county. Hamilton County must strengthen its animal welfare laws, particularly those concerning livestock, to ensure that no animal is subjected to such cruelty. By updating and enforcing stricter regulations, we can provide a safer, healthier environment for all livestock. Their idea of “basic shelter, food and water”Is not enough
We call upon Hamilton County officials to stand up for the welfare of these horses and all livestock. Reject the release of these horses back to Muddy Waters Ranch and launch investigations into any allegations of neglect. Strengthen the county's animal welfare laws to protect vulnerable animals from future abuse.
