This petition calls on the North Carolina Legislature and Guilford County officials to implement early intervention policies for large-scale animal ownership. These policies should include mandatory registration and reporting for properties housing high numbers of animals, required veterinary oversight and documentation for large flocks, and clear thresholds that trigger welfare inspections when animal populations exceed reasonable limits.
