The Red Deer Remand Center is a potentially deadly risk for the whole community, the staff and the inmates.  There are alternatives to the use of a facility where the virus cannot be controlled.  The inmates are waiting for trial and should be able to be released with house arrest conditions. It is the responsible thing to do for the whole city.  We have seen what happens if an outbreak occurs in a facility, across the globe, we have an opportunity to stop it before it happens here too.
