Why This Matters
Victor Hill, the former Sheriff of Clayton County, Georgia, was wrongfully convicted under 18 U.S.C. § 242 for using a restraint chair to protect staff and detainees in a correctional environment. He has now been released from prison, but the stain of a political conviction remains. He was punished for six isolated incidents—out of over 600 proper uses of the chair—where no injuries occurred and every decision was rooted in duty, safety, and established precedent.
He was imprisoned for doing his job—now Victor Hill is fighting back against the system that tried to silence him through politically motivated lawfare.
This was never about justice. This was about eliminating a bold, effective sheriff who stood up to corruption—and won.
The Lawfare Agenda Behind the Prosecution
This was District Attorney Tasha Mosley’s second attempt to drive Victor Hill out of office to make way for a political ally. Her first attempt involved accusing him of stealing his own police car every time he drove out of town. That case relied on an abuse of Georgia’s RICO statute—a clear example of lawfare used to criminalize routine public service. Victor Hill was acquitted in that case.
But Mosley didn’t stop there.
She pushed a federal prosecution that reeked of conflict and bias. The federal judge assigned to the case was Facebook friends with Hill’s political opponent, and that judge’s husband worked under Mosley at the DA’s office during her first attempt to remove Hill. The entire legal process was compromised—yet it went forward anyway.

The Facts That Demand a Pardon
600 Uses of the Restraint Chair – Only 6 Prosecuted
Each case involved detainees who posed serious risks, including:
*Threats to kill and standoffs with police
*High-speed chases followed by noncompliance at jail intake
*violent rampages at home
*Harassment of deputies and destruction of property
*Assault on two elderly women in a grocery store—one of them in a wheelchair
Zero Injuries. No Malice. Not Punitive.
Detainees were restrained 4–6 hours. The decisions were made to prevent harm—not to inflict punishment.
Even the Trial Judge Admitted the Case Was “Novel”
This wasn’t excessive force. There were no beatings, tasers, or abuse—just restraint in tense situations. That’s why the court itself acknowledged the prosecution was “novel, at best.”
No Legal Warning
Existing case law allowed similar or more restrictive actions. Victor Hill had no fair notice that his decisions, based on experience and training, would be criminalized.
Why a Pardon from President Trump Is Urgently Needed
