Presidential Clemency for Dr. Dora Moreira
The Issue
My name is Dora Moreira. I am a 58 year old woman who was sentenced to 235 months in Federal Prison for “money laundering”. I operated a medical Healthcare agency which accepted Medicare, Medicaid, HMO, PPO, and individual self-pay as forms of payment. I felt that I had not broken any laws while accepting any payments, so I decided to defend myself and take my case to trial. After a trial, I was convicted in October 2013 of money laundering and began serving my sentence immediately at the Women's Federal Prison Camp in Coleman, Florida. I am currently serving the rest of my sentence at Home Confinement under the CARES Act.
I would like to officially ask you to support and assist with my clemency petition to President Joe Biden, 46th President of the United States. I previously submitted 2 petitions for clemency through the US Pardon Attorney Office. The first petition (Case No. C201958) was Administratively closed for pending court litigations; the second petition (Case No. C285025) was also administrative closed for the same reason. The currently petition Case No. C292421 still pending. I would like a resolution to my case as soon as possible.
The most important reason for me wanting and needing to submit this clemency petition is my daughter. She was 10 years old when I was incarcerated and abruptly separated from her. She is now 19. I have missed so many milestones in her life since I have been incarcerated and we both have endured great suffering since I left home. Together we are trying to get through this but I need to go back in her life without more restriction/incarceration I want to be able to give all the support she needs while growing into an adult woman and to provide the life that she deserves to have. I want to give my only daughter all the love a mother can possible give as she was receiving it before I was incarcerated. I should be allowed to provide my daughter with security and support so she can develop into a normal, healthy and happy adult and achieve a balance life. I love my daughter so much and I was everything for her, the same way she is and always will be my everything. I think this is a great opportunity to fix this tragedy that is not only affecting my child and me but also destroying the rest of my family. You have the power to solve this. I believe you can assist me in putting my family back together again!
If given the chance to get back into the community, I could and would be of great value to many. I have been incarcerated for approximately 11 years. The opportunities to reflect on past decisions and future plans have been numerous. If granted Clemency, one of the very first things I would do after reuniting with family, would be to advocate and promote to my community of interest the need to understand and support the things that need to be done in the fight for Prison Reform. I personally believe that as an advocate who speak multiple languages (Spanish/English), a well educated medical school graduate and up to date on Politics, I could merge the gap created by the lack of understanding process and procedures.
