By being the Union minister on higher most position like Prime minister or Home Minister, they should not spend their precious working time on the election campaign or rallies of their respective Political parties. The maximum they can do is share their wish or message on social media or press conference rather then spending time on travel and local rallies. Moreover it seems miss-use of manpower and money (either from party fund or Govt fund) for the all VIP travels and meetings arranged for them for these election campaigns.

If they don't have these ethics to follow, the election commission, CJI or President should come forward ask them to be more dedicated to the highest post they are working for rather then performing local political rallies or campaigns.
