Today, on behalf of 5,240 Petitioners, I together with Justice James Ogoola, Prof Lwanga Lunyiigo, Hon Stephen Birahwa M.P, Hon Medard Ssegona M.P, Ms Kiiza Kimbugwe and Ms. M. Barlow, submitted a Petition to decolonise and rename certain streets in Kampala Capital City to Hon Rebecca Kadaga the Speaker of the Parliament of Uganda, Hon. Betty Among, The Minister of Kampala and Hon. Peace Mutuuzo the Minister of State for Gender and Culture.
We asked the Speaker and the Parliament of Uganda, a body that has the power to make laws for peace, order, good governance and as the protector of the Constitution, to take urgent measures to audit all such names, symbols and installations and to help discard the ones that are undesirable or detestable.
Additionally, we requested Parliament to streamline the naming of streets and public places in a manner that addresses the legacy of colonialism and oppression; promotes national heroes and heroines as well as contributes to national harmony, respect for and protection of human rights and dignity.
We asked government to take urgent measures to remove offending names and colonial symbols and to historify them in museums. We asked for a change in Uganda’s curriculum on history; to change narratives that glorify certain colonial actors and as well as to increase support to researchers and publishers on these important matters.
The Hon. Speaker and the Ministers appreciated the gravity of the problems and promised to take quick action. We shall keep monitoring the progress of the matter.
I thank you all for supporting this important process in the history of our country.
Apollo N. Makubuya.
