Emergency Petition Resume Electricity and Water Supply in Pangarap Village Caloocan City

The Issue

Dear President Rodrigo Duterte and Mayor Oscar Malapitan,

We the 40,000 Residents of Bgy 181 and 182 Pangarap Village, North Caloocan City, would like to request and appeal for your immediate assistance on legal action regarding the RESUMPTION of Electricity and Water Supply. It has already been more than 1 month since the supply of electricity was disrupted and the Meralco service crew are prevented by Securicor private armed guards, from fixing the problem. Unfortunately, last April 11, 2020, a sub-contractor together with the private armed men of Carmel Development Inc (owned by Gregorio Araneta III) cut the cables from the main posts, thereby cutting all power supplies in the entire village. There are several videos taken by the residents regarding this unlawful act and human rights violations.

There's already confirmed case of Covid19 in our village and not having electricity and water supply will even make it more difficult for us especially our seniors and children.

We need supplies of electricity, water and other basic needs to survive the extended lockdown and Enhanced Community Quarantine (ECQ). Especially our senior citizens and children due to the heat.

Hoping for your immediate and prompt resolution.
