Sign Petition to President to Stop Donga Mantung Administrative Excesses at Ngong-Njap
The Issue
Ngong is a quarter of Njap village in Donga Mantung Division in the North West Region of Cameroon. On March 31, 2015, Fai Ndingansi, the sub chief (quarter head) of Ngong was shot in his home at about 10 pm. Due to the enclaved nature of the area, it took time for him to reach the Nkambe District hospital. He finally died at 4am the following morning. The Senior Divisional Officer for Donga Mantung Division ordered that his corpse should be kept at the mortuary contrary to our customs and tradition. Follooing his assassination, the people of Njap storm Ngong and searched all the bushes and succeeded in arresting some suspects and one who was still with the gun that killed Fai Ndingansi. The suspects were handed to Law enforcement officials and investigations are still going on. The Senior Divisional Officer for Donga Mantung later ordered the corpse should be handed to the people of Njap. He was buried at Ngong according to the Wimbum customs and tradition.
To the greatest surprise of all the Senior Divisional Officer issued a Prectoral Order banning his funeral celebration, enthronement of his successor, and the worst of all gave the Fon of Kameni (neigbouring village) to carry out cleansing ona piece of land that ddoesn't belong to him and that Ngong a quarter of Njap in Nkambe central sub Division will be administrered from Misaje due to "proximity". When the time limit gave to the fon of Kameni expired, he appeared with some marabouts to perform rituals on the tomb of late Fai Ndingansi. His family resisted and chased them away. The decision by the Donga Mantung administration was a malicious act to hand a quarter of Njap to a different village. The fact Ngong is fertile and is not linked to other quarters of Njap by motorable road is no excuss for the people in that quarter to be administered by another village when they do not even speak the same mother tongue (dialect). The fon of Njap saw these acts as administrative excesses on the part of the SDO and the tradional council decided that the matter should be taken to the administrative court.
The North West Administrative Court in Order No 009/SE/PC/2015 Granting an Application for Stay of Execution between the Fon of Njap and tge State of Cameroon(SDO Donga Mantung) ordered that:
Aritcle 1: The application for a stay of execution of Prefectoral order No 094/PO/E27/C.111/SASC to temporarily regulate the performance of traditional rites in MOH/ TCHINA( Ngong/ Tchina) quarter disputed by Njap village in Nkambe Sub Division and Kamine village in Misaje Sub-division is hereby granted.
Article 2: The effects of the said Prefectoral order No. 094/ PO/ E.27/ C.111/ SASC (supra) are suspended.
Article 3: Cost is reserved
Since the court suspended the said Prefectoral order, Njap people on January 2, 2016 organized the funeral celebration of late Fai Ndingansi according to the Wimbum customs and tradition. To our greatest dismay the Divisional Officer for Misaje, the Brigade commander, the present and former mayors of Misaje acting on the instruction of the SDO ordered Kameni vandal to block the portion if the ring road and got old people from Njap who could trek but traveled on bike well beaten inckuding the bike riders. Six people sustained server injuries and were rushed to the Nkambe District hospital for medical attention where some spent over two weeks. On the day the SDO took heavily armed soldiers where he ordered the people to leave their homes, farms and all their belongings. He also orded the soldiers to destroy shrines and ancestral tombs.
All these acts constitute a gross violation of human rights and an open declaration of war on a helpless people whose only crime is lack of motoral road linking Ngong to Nfiengong in Njap. The people of Njap are being tortured physiologically and their major crime is that part of their land is fertile and someone in position of power has ganged up with the administration to take it by force.
This is true because the administration is not interested in the case of capital murder and is actually pursuing with a new obnoxious plan to set up an imaginary land dispute commission where the SDO is chairman to take away Ngong to hand to Kameni. Njap people want a land commission but it should not be headed by someone who has been bias in his acts. He has violated the administrative coutt order with impunity. Actually, the children of late Fai Ndingansi and otger kids found in this area are not going to shool.
