Preserve Recreational Amenities at Caliente Resort & Spa

The Issue

This petition is in Objection to Pasco County Planning Commission rezoning request - File Numbers PDE26-0006, PDE26-7857.

Intended Recipients:
Pasco County Planning Commission, Pasco County Board of Commissioners,  LOL Properties, Inc., Caliente Master Association, Caliente Apartments Condominium Association

Background
The recreational courts at Caliente Resort & Spa in Pasco County, District 2, have long served as a vital community amenity, providing residents and members with access to pickleball, tennis and community facilities. These courts represent more than recreation — they are a cornerstone of community wellness, social connection, and quality of life.

LOL Properties, Inc. has proposed a development plan that would displace the existing courts to accommodate new condominium construction. Under the current proposal, the following reductions would occur:

Pickleball Courts: Relocated, Reduced from 6 courts to 2 courts (a 67% reduction)
Clay Tennis Courts: Relocated, Reduced from 3 courts to 2 courts (a 33% reduction)
Basketball Court: Removed, not being replaced
Pavillion: Removed, not being replaced.

These reductions are unacceptable to the community. The current amenities are actively used by residents and members, and any significant reduction in court availability would create overcrowding, increased wait times, and a diminished recreational experience for all. The community has already suffered from years of maintenance neglect of the existing courts.

As homeowners and residents, a Caliente Resort & Spa membership is MANDATORY. We cannot invite family or guests to join us since they would be subject to expensive resort admission fees, unlike every surrounding subdivision. Many of our players are also not homeowners or residents of Caliente but are members to take advantage of the resort amenities.

A reduction of amenities without participation in the development profits or reduction in membership fees is a net loss of existing rights.

Why This Matters

  • Pickleball and tennis are among the fastest-growing recreational sports in Florida, with demand for courts increasing year over year.
  • Reducing courts while simultaneously increasing the residential population through condo development will worsen overcrowding, not alleviate it.
  • Recreational amenities directly impact property values, community well-being, and quality of life for Pasco County residents.
  • Community members deserve a seat at the table when decisions are made that materially affect their daily lives and the amenities they rely on.

Our Request

We, the undersigned members, residents, and community stakeholders, respectfully call upon LOL Properties, Inc. and Pasco County officials to:

  • Pause the current court reduction plan pending meaningful community engagement.
  • Establish a formal working group composed of court owners, members, residents, and LOL Properties, Inc. representatives to collaboratively develop a solution that meets the community's recreational needs.
  • Commit to a mutually agreeable outcome that preserves the existing number and improves quality of courts, or identifies a comparable alternative location or number acceptable to the community.
