When Did Hillsboro Become a "Market?" What Does That Mean Anyway?


The Conditional Use 003-23 Public Zoning Hearing Board meeting for the Hillsboro Hops Ballpark is on August 16, tomorrow.
I've requested a link (or links) to any and all public documents submitted as supporting evidence (or whatever word they call it, no splitting hairs) for this Conditional Use process and public zoning hearing of the new Hops Ballpark.

Meanwhile, I'm a bit puzzled. What does it mean to become a "market" for the City of Hillsboro?
Is that a "hedge fund" type of entity? Is that a "holding company" type of of entity? Is that something akimbo to a "marketplace" type of entity, as on Amazon? Google? Social media?
I thought the City of Hillsboro was a Public Governance body of elected officials.
It's about ownership, right?
Individuals own private-sector businesses. For example, an individual or group of individuals might own a sole proprietorship or LLC, while shareholders own corporations.
Governmental agencies aren't owned by individuals; they are “owned” by and operate on behalf of the public.
So, back to the question, how can the Hillsboro Hops Ballpark, whether it's a renovation or a new structure, be a "market" for the City of Hillsboro? It feels very blurry, very fuzzy to me, very much a conflict of interest. (Even more so when some City Council board members have season tickets for the Hops.) Anyone?
