Preserve Marina Services at Boyd Lake State Park and Honor Existing Slip/Mooring Customers
The Issue
Boyd Lake State Park is one of Northern Colorado’s most active and valued boating destinations. For decades, the marina at Boyd Lake has provided essential services to park visitors and the surrounding community, including seasonal slip and mooring rentals, dock access, fuel services, boat rentals for visitors who do not own boats, and a centralized hub that enhances safety and organization on the water. The current marina concession is set to expire in April 2026. At this time, no public plan has been announced for replacement services or continuation of marina operations beyond that date. The marina operator has been instructed to remove infrastructure from state property, raising serious concerns about the future of boating services at Boyd Lake. Eliminating marina services without a clear plan would have significant impacts on the community:
• Over 125 seasonal slip and mooring holders would lose reliable lake access • Many of these families have already signed contracts and paid deposits in good faith for the upcoming season • Visitors who do not own boats would lose access to on-site rental opportunities, reducing equitable access to recreation • Fuel access and centralized boating support would be eliminated • Public safety presence and dock management would be reduced • Ease of access for park rangers and their vessels could be impacted, limiting efficient on-water response and safety operations • Local tourism and surrounding businesses would be negatively affected • Longstanding lake traditions and community gathering spaces would disappear In addition, the marina provides meaningful seasonal employment for local teens and young adults. For many, this is their first job — an opportunity to learn responsibility, teamwork, customer service, and work ethic. These summer positions provide structure, mentorship, and a positive environment during critical developmental years. The marina also serves as a “second home” for many families and young people who spend their summers building lifelong memories at Boyd Lake. The marina is also a revenue-generating partnership with Colorado Parks and Wildlife, with a percentage of marina business revenue contributing back to the state park system. Eliminating the marina removes not only services, but an ongoing source of financial support for park operations. We also recognize that Boyd Lake’s water levels fluctuate and that ongoing construction and pump-related work have impacted lake access in recent seasons. These challenges make thoughtful planning even more important. During times of lower water levels or infrastructure improvements, coordinated marina management can help maintain organized access, protect shoreline integrity, and promote responsible boating practices. We deeply value the environmental health and natural beauty of Boyd Lake. Preserving the lake’s ecosystem, shoreline, and wildlife habitat should remain a priority for everyone involved. Marina operations and environmental stewardship are not mutually exclusive — when managed responsibly, they can work together to support both recreation and conservation. Decisions regarding long-standing public services should be based on objective performance standards, community impact, environmental considerations, and the best interests of Colorado residents. The future of marina services at Boyd Lake should not hinge on individual disagreements or administrative changes, but rather on transparent evaluation and the demonstrated value these services provide to the public. We respectfully encourage Colorado Parks and Wildlife to consider collaborative, solution-oriented alternatives before eliminating marina services entirely. If improvements, compliance updates, or operational changes are needed, those expectations should be clearly outlined and accompanied by reasonable timelines to allow for renovation, modernization, or corrective action. Transparent communication regarding performance standards, environmental requirements, infrastructure expectations, or operational benchmarks would allow any marina operator the opportunity to meet clearly defined goals in alignment with CPW’s standards and the public interest. Boyd Lake serves thousands of Colorado families each year. Decisions that significantly impact public access, youth employment, recreation, environmental management, public safety, and local economic activity deserve transparency, thoughtful planning, and community input. We respectfully request that Colorado Parks and Wildlife: Allow marina services to operate through the 2026 boating season, ensuring that contracted slip and mooring holders, seasonal employees, and local families are not abruptly displaced; and
Commit to maintaining marina services at Boyd Lake State Park beyond 2026, whether through renewal of the current concession or issuance of a competitive Request for Proposal (RFP), so that this essential public service is not permanently eliminated.
We urge Colorado Parks and Wildlife leadership and the Parks and Wildlife Commission to work collaboratively with the community to preserve marina services at Boyd Lake and ensure their continuation for future generations.
